You can easily set your WordPress to display a static page as your blog's front page.
First you need to create the new page (there is no problem to use an existing page; if you wish to use an existing page, you can skip this step). This can be done from the WordPress admin area > Pages > Add New.
Once you have created and saved the new page, you should set it as your blog's front page from Settings > Reading. Once there, tick "A static page (select below)" in the "Front page displays" section. Then from the "Front page" drop-down menu choose the static page you just created and click Save Changes.
Now when someone visits your blog they will see your new static front page.
