According to ICANN's rules and regulations, expiration or non-renewal of a domain name is not a valid reason for denial of a transfer request. Thus, you can initiate a transfer on an expired domain once you provide the required authorization to your new registrar.
Please note that if the old registrar has already begun the domain deletion process and its status shows it to be within a 30-day Redemption Grace Period, the domain must be restored by the old registrar before it can be transferred to the new one.
