The first thing you should do, when you receive such error is to log into your cPanel and check the Error log section. There should be an error such as:
"/path/to/file/filename is writable by others"
This means the server permissions on the file are not properly set. To resolve the issue you have to set the 755 permissions in the file or folder that fails to be accessed.
You can set the permissions for your files from your cPanel -> File Manager. Click on the name of the file and from the top menu choose "Change Permissions".
Alternatively, you can use an FTP client software to change the file and folder permissions on your account.
